La chute des naturalisations entre 2010 et 2012 résulte d'un "durcissement de l'appréciation des critères", opéré "en catimini" par le précédent gouvernement via des "instructions confidentielles adressées aux préfets", dénonce le député PS Patrick Mennucci dans un rapport concluant sa mission parlementaire sur l'immigration, l'intégration et l'accès à la nationalité française.
Déposé dans le cadre de l'examen du projet de loi de finances pour 2013, ce rapport, qui doit être présenté mercredi 31 octobre à la presse, dresse "le bilan des politiques engagées en la matière ces dernières années" rappelle M. Mennucci sur son blog.

Il fait état d'une hausse massive du nombre de décisions négatives observée en 2011 et au premier semestre 2012. Leur nombre est passé de 36 281 en 2010 à 52 855 en 2011, soit une hausse de 45,6 %.

LE NOMBRE DE DOSSIERS REJETÉS EN HAUSSE DE 81,2 % AU DÉBUT DE 2012

Au premier semestre 2012, on comptait déjà 22 151 décisions défavorables. Ces décisions négatives résultent notamment d'une hausse des décisions d'ajournement (passées de 24 133 en 2010 à 38 790 en 2011, soit une augmentation de 60,7 %) et de rejet (de 3 773 à 6 836, soit une augmentation de 81,2 %). A l'inverse, le nombre de décisions d'irrecevabilité, prises lorsque les conditions légales ne sont pas réunies, a diminué, passant de 7 781 à 6 452.

"L'accès à la nationalité française a été, ces dernières années, entravé. Un durcissement de l'appréciation des critères de naturalisation a été opéré par le précédent gouvernement en catimini par le biais d'instructions ministérielles confidentielles adressées aux préfets", estime le rapport.

DES "FICHES BLANCHES" DURCISSANT LES CRITÈRES

Ces instructions ont été données, selon le rapport, sous la forme de "fiches d'aides à la décision" ou de "fiches pédagogiques", des "fiches blanches" sans en-tête ni signataire, durcissant l'appréciation des critères relatifs notamment à l'insertion professionnelle et aux infractions à la législation sur le séjour régulier remontant à plus de cinq ans.

"Les effets du durcissement de la doctrine ministérielle ont vraisemblablement été amplifiés par la déconcentration des procédures de naturalisation après un décret de juin 2010", estime le rapport. Depuis ce décret, les dossiers sont instruits par les préfectures, alors qu'ils étaient avant centralisés dans un bureau spécialisé près de Nantes.

Avec ce rapport, le député de Marseille dit vouloir rendre plus "transparente" et plus juste la démarche d'obtention de la nationalité, rapporte Leprogres.fr. "Les différences d'appréciation entre les préfectures sont très importantes. Aujourd'hui, si vous êtes malin, il faut se présenter dans le Jura pour avoir le plus de chances de devenir français. Les critères d'examen sont plutôt flous. Les deux documents envoyés en avril et juin 2011 par les services de l'ancien ministre de l'intérieur, Claude Guéant, ne sont pas des exemples dont peut être fière la République", dénonce Patrick Mennucci sur le site Internet du quotidien régional, qui liste plusieurs préconisations du rapport.

Parmi elles, celles de ne plus pénaliser, lors de sa demande de naturalisation, un étranger qui a été pendant un temps en situation irrégulière ou la mise en place d'un réexamen systématique des dossiers refusés par une préfecture.

Quatre mois après l'avoir annoncé, le ministre de l'intérieur Manuel Valls a publié, jeudi 18 octobre, une circulaire pour rouvrir plus largement l'accès à la nationalité française. Une seconde circulaire, attendue début 2013, pourrait prendre en compte les conclusions du rapport de M. Mennucci.

Heading into the 2012-13 NBA season-opening matchup between the Miami Heat and Boston Celtics, one of the primary storylines has been Ray Allen's offseason migration south, a free agency decision reportedly born (at least in part) of frustration with his role in Boston, the deterioration of his relationships with backcourt mate Rajon Rondo and head coach Doc Rivers, and steak-knife-requiring tension between the sharpshooter and his former Celtic teammates. It's been a whole big thing.

One of those ex-teammates, the legendarily intense Kevin Garnett, famously claimed he no longer has Allen's phone number and that, while he's "very close to Ray" and wishes "nothing but the best for him and his family," he has chosen to no longer communicate with the NBA's all-time leading 3-point shooter. Apparently, that decision extends to sideline interaction.

Garnett doesn't even flinch or show any inkling of a desire to acknowledge Allen's existence, which, all things considered is about as KG a way to handle this situation as we could have predicted. Allen greets his former coaches and teammates and offers a congenial slap to the back of the man with whom he won the 2007-08 NBA championship; KG avoids the situation by lapsing into what appears to be an intensity coma. Great work all around, fellas.

Earlier in the first, Garnett offered another quintessential moment when he crossed paths with Heat point guard Mario Chalmers while running up the court:

I'd say, "Never change," but at this point, what would lead us to believe that Kevin Garnett A) could change or B) would even have any interest in doing so?

A picture being tweeted of Hurricane Sandy in New York has been revealed as a hoax – after it emerged it was actually from the film 'The Day After Tomorrow'.

The still, which shows the Statue of Liberty engulfed by 50ft waves, caused panic as it circulated through Twitter, Instagram and Facebook.



The picture also features an NY1 logo, Time Warner's New York cable news channel, which gave the shot added authenticity.

Many people re-posted the picture believing it to be actual news footage rather than a clip from Roland Emmerich's 2004 blockbuster.

In the film, a freak sequence of accelerated global warming causes catastrophic changes in weather, leading New York to be consumed by floods and then by an arctic winter – with added wolves.

But rather than 50ft waves, 11ft surges were predicted for the eastern seaboard.

NEW YORK (Reuters) - Millions of people across the U.S. Northeast stricken by massive storm Sandy will attempt to resume normal lives on Wednesday as companies, markets and airports reopen, despite grim projections of power and mass transit outages lasting several more days.

With six days to go before the November 6 elections, President Barack Obama will visit storm-ravaged areas of the New Jersey shore, where Sandy made landfall on Monday. His guide will be Republican Governor Chris Christie, a vocal backer of presidential challenger Mitt Romney who has nevertheless praised Obama and the federal response to the storm.

Sandy, which has killed 40 people in the United States, pushed inland and dumped snow in the Appalachian Mountains. Its remains slowed over Pennsylvania, and it was expected to move north toward western New York and Canada, the National Weather Service said.

Blizzard warnings and coastal flood warnings for the shores of the Great Lakes were in effect.

Battered by a record storm surge of nearly 14 feet of water, swaths of New York City remained submerged under several feet of water. In the city's borough of Staten Island, police used helicopters to pluck stranded residents from rooftops.

Across the Hudson River in Hoboken, New Jersey, members of the National Guard arrived to help residents pump floodwater from their homes, the city said on Twitter.

More than 8.2 million homes and businesses remained without electricity across several states as trees toppled by fierce winds tore down power lines.

In New Jersey, Christie said it could take seven to 10 days before power is restored statewide.

Subway tracks and commuter tunnels under New York City, which carry several million people a day, were under several feet of water.

In the lower half of Manhattan, a quarter million residents remained without power after a transformer explosion at a Con Edison substation Monday night.

"I'M ALL COLD INSIDE"

On Manhattan's Lower East Side, one of the neighborhoods without power, 87-year-old Thea Lucas said she came outside from her apartment, where she lives alone, to warm herself up with a walk and to feed seven cats that she looks after.

"I can make hot water," she said. "But there is no heating and I'm all cold inside."

In Brooklyn, a large tree fell on a house belonging to Jean-Claude Mersier, blocking the front entrance, breaking windows and crushing a car.

As he hauled away its branches, Mersier said police told him it might take two weeks to a month before someone could come to remove the biggest sections of the tree.

"The storm has not been good to us," he said.

In Greenwich Village, where downed trees littered the streets, residents gathered around a neighborhood police station to use its power outlets to charge their cell phones.

New York City likely will struggle without subways for days, authorities said. Buses were operating on a limited basis and many residents were walking long distances or scrambling to grab scarce taxi cabs on the streets.

In Hoboken, a fleet of yellow cabs could be seen submerged in water nearly as high as the vehicles' windows.

Despite much of the city's financial district being damaged by flooding, financial markets were scheduled to reopen on Wednesday as well. How much activity could take place remained to be seen, however, as many workers may be unlikely to get to work without subways and commuter railroads from the suburbs.

In New Jersey, Christie took a helicopter tour of devastation on Tuesday along the shore, where boats were adrift, boardwalks were washed away and roads were blocked by massive sand drifts. He stopped in the badly damaged resort towns of Belmar and Avalon.

"I was just here walking this place this summer, and the fact that most of it is gone is just incredible," he said at one stop.

The storm killed 22 people in New York City, among 27 total in New York state, while six died in New Jersey. Seven other states reported fatalities. One disaster modeling company said Sandy may have caused up to $15 billion in insured losses.

Sandy hit the East Coast with a week to go to the November 6 presidential election, dampening an unprecedented drive to encourage early voting and raising questions whether some polling stations will be ready to open on Election Day.

PRESIDENTIAL CAMPAIGNS TO RESUME

Obama faces political danger if the government fails to respond well, as was the case with his predecessor George W. Bush's botched handling of Hurricane Katrina in 2005.

Obama and Romney put campaigning on hold for a second day on Tuesday but Romney planned to hold rallies in the battleground state of Florida on Wednesday and Obama seemed likely to resume campaigning on Thursday.

Sandy became the biggest storm to hit the United States in generations when it crashed ashore with hurricane-force winds on Monday near the New Jersey gambling resort of Atlantic City.

Two of the area's major airports - John F. Kennedy International in New York and Newark Liberty International - planned to reopen with limited service on Wednesday.

New York's LaGuardia Airport, the third of the airports that serve the nation's busiest airspace, was flooded and remained closed.

Nearly 19,000 flights have been canceled since Sunday, according to flight tracking service FlightAware.com.

On Broadway, the Theater League announced that most shows would resume performances on Wednesday. Shows had been canceled since Sunday due to the storm.

Sandy forced New York City to postpone its traditional Halloween parade, which had been set for Wednesday night in Greenwich Village.

Office Spinoff by Josef Adalian

The Farm, NBC's attempt to craft a spinoff of The Office starring Rainn Wilson, appears to be dead. So says Wilson himself, who tweeted out the following Monday afternoon: "NBC has passed on moving forward with The Farm TV show. Had a blast making the pilot - onwards & upwards!" It's still possible we might see how Farm executive producer Paul Lieberstein planned on transitioning Dwight out of his cubicle, however. That's because, as of earlier this year, NBC's plan was to film the spinoff as an episode of The Office. It's possible NBC (and current Office showrunner Greg Daniels) might have opted against that scenario; we've got messages into both NBC and Liebertstein and will update you when we get word. For these keeping score at home, though, 30 Rock and The Office are in their final seasons, Up All Night as we've known it is dead but returning with a laugh track, and now there's no Office spin-off. That has to be good news for Parks and Recreation, right? RIGHT?! UPDATE: NBC still isn't commenting, but a good source tells us that The Farm is, indeed, dead; it will also air later this season as part of The Office.

Spain and Greece by CNBC

Spain might have the luxury of time to delay a request for bailout funds but the timetable for Greece is more urgent, according to European Central Bank (ECB) policy maker Ewald Nowotny.

Reiterating his view that Spain does not need to request immediate aid, Nowotny told CNBC that it was no surprise that Spain was delaying any credit request.

"[A Spanish bailout] is a decision that has to be taken by the Spanish government. As far as I can see... there is no need [for a bailout] as the government is fully financed until the end of this year."

Spanish Prime Minister Mariano Rajoy continues to deny that his country will sign up to the ECB's proposed sovereign bond-buying program - called Outright Monetary Transactions (OMT) - as it would mean that Spain would have to agree to strict conditions.

"If you go for OMT, this is a program with very strict conditions, but as long as you are not in this program you are not under these conditions. I could imagine that this is one of the aspects that is on the minds of the Spanish government," Nowotny said.


One in four Spaniards is unemployed and figures released on Monday showed that retail sales have dramatically fallen from a year ago as a recent hike in value-added tax (VAT) deters shoppers. More bad news was released on Tuesday morning as data revealed that gross domestic product (GDP) fell for a fifth consecutive quarter.

Nowotny, however, remained optimistic about Spain's economy. He said it was hard to determine when and if Spain would apply to the ECB's bond buying scheme to help lower its debts.


"It is very difficult to say... the economic perspective is improving, the finance perspective is improving. Nobody can make serious forecast for 2013. At least from my point of view, I understand the government wants to keep a certain flexibility."

Greece Doesn't Have Much Time

Nowotny was less sanguine about Greece's near-term prospects, however, arguing that there was a greater sense of urgency to find funds for Greece by mid-November.

The heads of the International Monetary Fund, World Bank, OECD and International Labor Organization are expected to try to convince German Chancellor Angela Merkel at a meeting on Tuesday that Greece needs debt relief to avoid intensifying the country's crisis.

A German government spokesman said on Monday that a write-down of Greek debt was "out of the question." The ECB has also said it is not prepared to take losses on its holdings of Greek debt.

Nowotny said that the decision over any ECB losses was "political."

"The ECB has rules and it has to follow these rules...This is a political decision that has to be taken and I have to add it has to be taken rather soon. Greece will need new financing by mid-November... we do not have much time to discuss this."

EU Budget 'Commissioner' Could Work

As EU leaders prepare to meet in November to discuss the long-term EU budget, the German proposal of a European commissioner with the power to veto EU member state budgets resurfaced.

The proposal for far-reaching reform and greater European integration by German finance minister Wolfgang Schaeuble has met with approval from ECB chief Mario Draghi but is vehemently opposed by Britain which does not want to give up more sovereignty to Brussels.

Nowotny agreed in principle with the proposal of transferring sovereignty in fiscal policy affairs to a central commissioner but told CNBC that such a policy would need public backing, via referendums, and a lot of political preparation.

"I think it makes a lot of sense," Nowotny said, though he added it would be hard to implement such a proposal for all 27 members.

"But looking at the practical side of it one has to be aware that most probably most of these proposals will involve treaty changes and treaty change is not a very easy thing nowadays in the EU."

"We know there are very different opinions among [the 27 EU members] and especially if I think of our friends in the U.K.," he added, noting that such a commissioner could oversee the euro zone rather than the entire EU.

"If I speak of the eurogroup I would see a real perspective to have such an arrangement. If I think about the Europe 27, EU 27 there I think things look a bit more difficult."

"I would realistically not dare to give a time frame," Nowotny said.

Scandinavian airline SAS, rumoured to be verging on bankruptcy, assured on Tuesday that it expected to report a quarterly profit, triggering a surge for its shares.

The ailing airline said it would launch a restructuring programme, after media speculation prompted a suspension of trading in SAS shares.

When trading was resumed after the statement, the shares rallied by 16.24 percent in a market that was 0.26 percent higher.

"Following numerous rumors in Scandinavian media, SAS announces that it will report on November 8 a positive result for the third quarter, with a pre-tax profit of 568 million kronor (65.8 million euros or $85.2 million)," the group said in a statement.

Scandinavian media have speculated recently over whether SAS would file for bankruptcy, which the company has denied.

The group said in Tuesday's statement that it had "liquid funds equivalent of 2.4 billion kronor" and available credit facilities worth 4.7 billion kronor.

"The company is currently finalising a comprehensive plan to fundamentally address its cost on a long-term basis, to increase cost flexibility, reduce complexity and also reduce for the effect of the potential equity write down in 2013 due to pension accounting changes," it said.

"A board decision on the plan is expected to be made and subsequently communicated within the near future."

SAS has posted four full-year losses in a row between 2008 and 2011, and incurred a first-half loss of 409 million kronor in the first half of this year.

LONDON/TOKYO (Reuters) - Japanese industrial electronics maker Hitachi (Berlin: HIA1.BE - news) is taking over Britain's Horizon (Brussels: HOR.BR - news) nuclear project to build four to six new nuclear power stations, the UK's Department of Energy (NYSEArca: JJE - news) and Climate Change (DECC) said on Tuesday.

Hitachi said that it expected to complete the deal at the end of November (Xetra: A0Z24E - news) and that it hoped to have the first 1,300 megawatt (MW) nuclear power plant operational by the mid-2020s.

"The Hitachi Horizon programme involves building two to three 1,300 MW plants at each of Horizon's sites at Wylfa, Anglesey, and Oldbury, Gloucestershire, with the first unit becoming operational in the first half of (the) 2020s," Hitachi said in a statement.

DECC said that, once completed, Horizon's four to six nuclear power plants could provide up to 14 million homes with electricity for over 60 years.

"This is a decades-long, multi-billion pound vote of confidence in the UK, that will contribute vital new infrastructure to power our economy," British Prime Minister David Cameron said.

UK COMPANIES JOIN HITACHI

Hitachi said that British companies Babcock International and Rolls-Royce had signed a memorandum of understanding (MOU) to join Hitachi in Horizon.

"Hitachi's takeover of Horizon could provide the jump-start needed to get this long anticipated project finally moving," Edison Investment Research said.

Hitachi, which earns just under 10 percent of its overall sales from its power systems segment, formally agreed on the purchase at a board meeting on Tuesday.

Hitachi is paying 696 million pounds ($1.12 billion) for Horizon, which it is buying from German utilities E.ON and RWE (Other OTC: RWNFF.PK - news) .

The German companies formed the Horizon Nuclear Power joint venture in 2009 but decided to sell following Germany's nuclear exit after Japan (EUREX: FMJP.EX - news) 's Fukushima nuclear accident in 2011.

Hitachi said it expected over 60 percent of the value chain of its British nuclear power plants to be spent on local materials, personnel and services.

"Hitachi will make significant investment in training engineers, construction teams and operating staff, and it will work with local partners to develop training programmes which will create a strong and permanent base of nuclear skills in the UK," Hitachi said. ($1 = 0.6241 British pounds)

The Bank of Japan unveiled $138 billion in fresh monetary easing on Tuesday, its latest volley in a battle to kickstart an economy it also warned would grow much less than previously expected.

The BoJ, which also said it would provide new loans to banks, had been under pressure from politicians calling for urgent action, as more data indicated a post-disaster recovery is stalling because of the global slowdown and strong yen.

Official data Tuesday showed factory output came in weaker than expected for September, while Japan recently posted its worst September trade figures in more than 30 years, as a territorial dispute with China hit exports.

The BoJ said it would expand an asset-purchase programme -- its main policy tool -- by 11 trillion yen ($138 billion) to 91 trillion yen, while keeping rates unchanged at between zero and 0.1 percent.

Tokyo's benchmark Nikkei 225 index, which has been rising in recent weeks on expectations of new measures, tumbled on the news while the yen rebounded against the dollar after losing ground over the past week.

The BoJ's move was its second since central banks in the United States and debt-hit Europe announced huge policy easing measures in September to stoke growth.

The programme is aimed at injecting liquidity into markets through purchases of government and corporate bonds, and commercial paper, with the latest move aimed squarely at countering a slowing global economy.

"Time and time again, we have seen slowing overseas economies eventually impacting Japan's exports and production," BoJ Governor Masaaki Shirakawa told a news briefing in Tokyo.

A separate programme offering "unlimited" loans to commercial banks was designed to spur their lending to businesses and households, stoking growth.

But "Japan's problem is not one of a lack of supply of credit, which this policy addresses, but a lack of demand", Capital Economics said in a note.

The BoJ's stimulus also came with a warning the economy would expand just 1.5 percent in the year to March, well off an earlier 2.2 percent estimate.

The BoJ said it expects prices to have fallen 0.1 percent in the year to March, instead of the 0.2 percent inflation tipped earlier, suggesting Japan was a long way from winning its battle with the deflation that has plagued its economy for years.

A rare BoJ-government joint statement said politicians and policymakers were committed to quashing the problem "as early as possible".

Japan has been stuck in a deflationary spiral -- cutting corporate profits and encouraging consumers to put off new purchases -- with efforts to battle a general trend of falling prices having little impact.

Earlier Tuesday, official data showed Japan's factory output fell 4.1 percent last month, worse than the 3.1 percent fall expected by the market, led by a slump in production of cars, auto parts and machinery leading.

Japan's economy, which was hammered by the quake-tsunami disaster on March 11 last year, is also suffering from Europe's debt crisis and the strong yen, which hit record highs around 75 against the dollar late last year and remains strong.

A high yen makes exporters' products more expensive overseas while shrinking the value of their repatriated foreign income.

The problem is particularly acute for major export brands such as Japan's automakers. Honda Motor said on Monday that the yen's strength would dig into its full-year profit, now expected to be about 20 percent lower than previously forecast.

Japan's jobless rate, meanwhile, remained steady at 4.2 percent in September, largely due to post-disaster reconstruction-related employment, but household spending slipped 0.9 percent on-year, a sign of weakening consumer confidence.

Auto production tumbled 12.4 percent last month partly due to a drop in sales in China, the world's biggest vehicle market.

Japan-China trade has been hurt by a long-standing spat over an East China Sea archipelago, called the Senkakus in Japan and Diaoyu islands in China, which erupted anew after Japan nationalised the chain in mid-September.

Jean-Luc Delarue by Jérôme Béglé

L'héritage de Jean-Luc Delarue ressemble à l'interminable série Amour, gloire et beauté. Avec l'argent en plus. Après la féroce bataille que se livrent les deux familles - Élisabeth Bost, la mère du petit Jean, et Jean-Claude, le père de l'animateur, contre Anissa, sa veuve, et Arnaud Gachy, son "meilleur ami" -, on a vu l'irruption d'une ancienne compagne qui affirme avoir accouché d'une fille, fruit des oeuvres de Jean-Luc. Après la polémique sur la date de la mort de la star - rendue publique le 24 août vers midi, elle est en réalité survenue le 23 au matin - est arrivée celle du lieu de la sépulture - Père-Lachaise ou Thiais. Voici maintenant venu le temps des mails posthumes.

Un mail huit heures après sa mort
Dans son article du JDD, le décidément très bien informé Laurent Valdiguié révèle que l'avocate d'Élisabeth Bost vient de déposer plainte pour "usurpation d'identité", "faux", "violence psychologique" et "atteinte à la représentation de la personne". Rien que ça ! La jeune femme a reçu le 23 août à 13 h 13 puis à 18 h 13 deux courriels de son ancien compagnon. Or le décès de celui-ci est constaté à 10 h 20 selon le certificat de décès de l'hôpital américain...

Les deux mails commencent par des propos d'une rare violence contre la destinataire avant d'évoquer la succession du (déjà) défunt ! "J'ai décidé d'inventorier et de réunir les objets dont Jean sera le bénéficiaire après ma mort. J'en fais l'inventaire et en demande restitution pour les rassembler de mon vivant et les lui léguer. Ils font partie intégrante de ma collection qui forme un tout. Je te demande de respecter mon choix et de me remettre ces legs en totalité", est-il écrit dans le premier mail. Il s'agit en l'espèce de quatre oeuvres d'artistes contemporains dont un néon de Claude Levêque, toujours très bien coté dans les ventes aux enchères... Le second demande expressément à Élisabeth de "ne pas venir à [ses] obsèques mais de laisser Jean à des tiers".



Ces lignes sont évidemment à rapprocher des échanges de textos entretenus entre Jean-Luc Delarue et son père Jean-Claude. L'interlocuteur de celui-ci était-il vraiment son fils ou une tierce personne qui organisait l'éloignement du père ? Ils s'ajoutent aux étranges retraits d'argent liquide visant à vider les comptes pourtant bien garnis du producteur. En un an, plusieurs centaines de milliers d'euros se sont volatilisés. Pour assurer le train de vie du disparu ? Pour être soustrait à l'héritage ? Ou pour être donné discrètement à une autre personne ?


Delarue avait-il toute sa tête ?
Pour corser encore la situation, un certificat médical produit par un professeur de l'hôpital américain affirme que "M. Jean-Luc Delarue disposait de toutes ses facultés intellectuelles et de son plein libre arbitre, et ce jusqu'au soir précédant son décès". Était-il dans une telle forme qu'il fut capable d'entretenir une correspondance avec la mère de son fils par-delà la mort ! Voici en tout cas un spécimen intéressant pour la faculté...

Le règlement définitif de l'héritage semble de plus en plus improbable. Ces incohérences et anormalités devraient pousser les juges à diligenter une enquête complète sur les flux financiers des comptes personnels et professionnels de Jean-Luc Delarue. Sur le plan moral (mais la morale signifie-t-elle encore quelque chose chez ces Atrides du XXIe siècle ?), il est évident que des digues ont cédé. Tous les acteurs de ce mélodrame se rendront coup pour coup. Nous ne sommes qu'au début du (mauvais) feuilleton.

Mystery Monkey (Sky News)

A wild monkey that has been hunted by authorities in Florida for more than two years - while apparently taunting them from its Facebook page - has finally been captured.

The monkey, which recently bit a woman in St Petersburg's Lake Maggiore neighbourhood, was shot with a tranquiliser dart.

It then wandered into the woods where trappers were able to grab it when it sat down next to a tree. It was taken to an animal hospital to recover from the effects of the dart.

Shannon Fowler, the daughter of 60-year-old Elizabeth Fowler, who was bitten by the monkey, told The Tampa Bay Times it was shot as it tried to take bananas from a cage that had been set up to capture it.

Dr Don Woodman, of the Animal Hospital of Northwood, said: "Previously I used ketamine, I gave him enough that it should have brought down a Tampa Bay Buccaneer linebacker, and he just shrugged it off.

"This time I used a combination of telazole and dextomator and it worked nicely."

The 2.5m-long cage, containing bananas as bait, was left near Mrs Fowler's house after the attack, but the monkey had repeatedly got away despite its trapdoor.

Another plan to capture the fugitive primate, which was expected to be tried in the coming days, was to place another macaque in a small cage with some food to lure the animal into captivity.

Mrs Fowler, who was bitten on the back and neck two weeks ago, reportedly cried as the monkey was shot and taken away.

"We got to say goodbye," she told Fox 13 News. "He was still out and I was like 'Oh Lord, when he wakes up, he's gonna be mad'."

On the Mystery Monkey of Tampa Bay's Facebook page , members of the public tried to console the now-captured primate.

Alice Mae Lewis wrote: "Poor little fella! At least you got a taste of freedom. Most monkeys never get that."

While Barbra Lewis said: "Look at the bright side, now you might be able to mate."

A Brazilian student has sold her virginity in an online auction for US$780,000 as part of a documentary organised by an Australian filmmaker, although a man who did the same only fetched US$3,000.

Catarina Migliorini, 20, was the subject of 15 bids, with a Japanese man named only as Natsu winning on Wednesday night, according to the website of the film "Virgins Wanted".

He beat out competition from 14 other men, mostly from Brazil but also from India, Australia and the United States.

A male whose virginity was also auctioned, 21-year-old Sydney student Alex Stepanov, fetched US$3,000, paid by a Brazilian woman.

Australian media said Migliorini would be "delivered" to her buyer on board a plane to Australia and that she would be interviewed before and after losing her virginity at a secret location.

Filmmaker Jason Sisely, who began his project in 2009 and caused outrage when he put posters up in Sydney and Melbourne saying "Virgins Wanted", said Migliorini was ecstatic and had not expected as much such interest.

"The auction closed last night and Catarina is extremely excited. She was speaking to her family in Brazil online and they were extremely happy for her," he told Australian online news site Ninemsn.

"But I guess they didn't expect her to do something like this."

He said the act would be consummated, but not filmed, in the next few weeks.

"We will fly over the winner to Australia and obviously, for the sake of the film and privacy, we can't disclose where and when the act will take place," he said. "I have to leave some details for the documentary."

On a "Virgins Wanted" trailer on YouTube, Migliorini said: "I haven't found the right person to do it with, I've been too busy with other stuff."

She added: "It's more sane than doing it drunk at a party with a stranger."

According to Britain's Daily Mail, Migliorini's decision to sell her virginity to the highest bidder has sparked outrage across the globe, with some claiming she was little more than a prostitute.

But she defended the move.

"I saw this as a business. I have the opportunity to travel, to be part of a movie and get a bonus with it," she was quoted by the Mail as saying.

"If you only do it once in your life then you are not a prostitute, just like if you take one amazing photograph it does not automatically make you a photographer."

She will reportedly use part of the cash to build homes for poverty-stricken families.

Sisely told Ninemsn that under the terms of the auction a condom was compulsory and Natsu must be tested beforehand for any sexually transmitted diseases.

"I'm looking forward to my audience's response to the film," he said.

Two of Team GB's Olympic heroes have had their medals stolen just hours after attending a Buckingham Palace celebration of their success.

Rower Alex Partridge and hockey team member Hannah Macleod took to social networking site Twitter to appeal for information in an attempt to find their Olympic bronze medals.

Partridge won bronze as part of the men's eight rowing team. He tweeted that his Olympic blazer had also been stolen from a club in Mayfair, central London.

Macleod wrote on the site : "My medal was also stolen at the same time. Totally devastated."

Both athletes later published a photograph of a man captured on CCTV who they wished to talk to about the alleged thefts.

Partridge said: "To the chap who took my @London2012 Olympic Blazer & Medal last night The police have u on CCTV Please return it."

Macleod said she was not looking for punishment, she just wanted the medal back.

"If you picked up a Bronze Olympic medal that isn't yours pls just send anonymously back to GB hockey-Bisham Abbey," she tweeted.

The Metropolitan Police confirmed it was investigating reports of a stolen Olympic medal and blazer, but said it had not yet been contacted about a second stolen medal.

A spokesman said: "An Olympic medal and blazer were reported stolen from a venue in Mayfair in central London.

"It was believed the items were taken between midnight and 5am on Wednesday, October 24."

A host of Olympic and Paralympic stars had earlier been invited to the palace to mark their achievements along with the Queen, Duke of Edinburgh, Duchess of Cambridge, Prime Minister David Cameron and London 2012 chief Lord Coe.

If only we could look just like Natalie Portman by using the products she endorses!
Sadly, most of us realize, this is not the case. But Portman's new Dior's Diorshow New Look lash-multiplying mascara has reportedly been banned in the U.K. by the Advertising Standards Authority.

The reason? Per New York Magazine, the ad was nixed for allegedly "misleadingly exaggerating the effects of the product." The actress's individual lashes were reportedly retouched "for a more stylized, uniform and tidy effect."

The ASA reportedly found no fault with the image in itself, but said that placed alongside the ad's verbal claims, the retouching could possibly have led to unrealistic expectations for potential customers. The ad cannot be published in the U.K. again until clarifications are made.

"Made in France"

AFP - Industry Minister Arnaud Montebourg has launched his efforts to plug "Made in France" products which are paying off -- and how.

The striped Breton sailor top, as evocative of France as the beret and worn by the likes of Coco Chanel, Brigitte Bardot and Pablo Picasso, is being snapped up after Montebourg posed in one on a magazine cover to promote French-made fare.

The head of Armor-Lux, a company manufacturing the traditional blue-and-white "mariniere", said he is laughing all the way to the bank.

Jean-Guy Le Floc'h told AFP sales on Saturday jumped 65 percent week-on-week after the Montebourg photo appeared a day earlier in Parisien magazine. His company sold 400 pieces for about 20,000 euros ($26,000).

"It's very positive for us," he said, adding that the mariniere had "become basic clothing in France although not quite to the level of jeans."

Montebourg, a strong critic of the way France has opened its markets to globalisation and free trade, is pushing a campaign for consumers to buy local goods and encourage supermarkets to create sections of floor space solely for "Made in France" products.

Royal Wedding

Royal families from around the world have gathered in Luxembourg for the marriage of the country's heir to the throne, Prince Guillaume.

His wedding to the Belgian countess, Stephanie de Lannoy, is Luxembourg's biggest royal occasion in 30 years.

Prince Edward and the Countess of Wessex attended the wedding on behalf of the United Kingdom.

The BBC's Maddy Savage said the bead-covered wedding dress was reported to have taken 3,200 hours to make.

Mr. Antoni Dobrowolski We Salute You

The oldest known surviving prisoner from the Nazi death camp of Auschwitz-Birkenau has died in Poland at the age of 108.

Antoni Dobrowolski was a primary school teacher who held secret classes during the World War Two occupation of his country when education was banned by the German occupiers.

His death in the town of Debno, northwest Poland, was announced by historian Adam Cyra who works at the Auschwitz-Birkenau memorial and museum.

Mr Dobrowolski was arrested in 1942 by the Nazis' Gestapo secret police for holding underground classes.

He was first sent to Auschwitz, in annexed Polish territory, and later transferred to Gross Rosen and Sachsenhausen, both in Germany.

The teacher, who was not Jewish, survived until the latter camp was liberated by Soviet and Polish forces in 1945.

Returning to Poland after the war, he first ran a primary school in Debno and then a secondary school.

Auschwitz-Birkenau is the most enduring symbol of the Holocaust, Nazi Germany's WWII campaign of genocide against Europe's Jews.

After the war's end in 1945, it was transformed into a memorial and museum by Poland.
A year after invading Poland in 1939, the Nazis opened what was to become a vast complex on the edge of the southern town of Oswiecim - Auschwitz in German - initially to hold and kill Polish prisoners such as Dobrowolski.

They later expanded it to the nearby village of Brzezinka, or Birkenau, as they took the Holocaust to an industrial scale.

Of the six million Jews killed by the Nazis during the war, one million were murdered at the camp, mostly in its notorious gas chambers, along with tens of thousands of others.

The Germans killed at least 1.1 million people at Auschwitz. Most of the victims were Jews, but many non-Jewish Poles, Roma and others were also killed.

Final Presidential Debate (Sky News)

Barack Obama went on the attack over Mitt Romney's perceived shortcomings on foreign policy in the third and final debate ahead of November's election.

The incumbent President said the former Massachusetts governor had been "all over the map" in his positions on major foreign policy issues.

"Every time you have offered an opinion you have been wrong," he said.

"You said we should have gone into Iraq, despite the fact there were no weapons of mass destruction. You said we should still have troops in Iraq to this day. You said we shouldn't be passing nuclear treaties with Russia."

Mr Romney, meanwhile, accused Mr Obama of failing to tackle Islamic extremism and missing opportunities presented by the Arab Spring.


"I congratulate him on taking out Osama bin Laden and going after the leadership of al Qaeda, but we can't kill our way out of this mess," he said.

He said Mr Obama had sent out the wrong message by embarking on an "apology tour" of the Middle East during which he said the US had at times dictated to other nations, a charge dismissed by the President as a "big whopper".

The Republican challenger also said he would take a tougher line on Iran, singling out the country's controversial nuclear programme as the greatest threat to US security.

"I think from the very beginning, one of the challenges we've had with Iran is that they have looked at this administration and felt that the administration was not as strong as it needed to be," he said.

"We're four years closer to a nuclear Iran and we should not have wasted these four years."
Mr Obama committed to stand with Israel against threats from Iran or any other nation, but said terrorist networks were the principal concern for national security.

He highlighted his administration's change of focus of attention to "those who actually killed us on 9/11", saying that under this strategy "al Qaeda's core leadership has been decimated".

The President also dismissed claims he had run down the armed forces to levels not seen since the early 20th century.

"You mentioned the navy, for example, and that we have fewer ships than we did in 1916. Well, governor, we also have fewer horses and bayonets because the nature of our military's changed," he said to laughter from the audience.

The heated debate at Lynn University in Boca Raton, Florida, repeatedly strayed into domestic policy, with Mr Romney arguing that national security depends on a strong economy.

Going into the debate the candidates were neck-and-neck after the Romney campaign was boosted by good performances in the first two clashes.

A poll taken by CBS immediately afterwards suggested voters thought Mr Obama had performed best in Boca Raton, by 53% to 23%.

Both men will now embark on two weeks of whirlwind campaigning.

Mr Obama is due to speak in six states during a two-day trip that begins on Wednesday, while
Mr Romney is expected to visit two or three states a day.

Rejects study

AFP - An investigative panel on Monday rejected a contested French study that linked genetically-modified corn to cancer in rats but called for a "long-term, independent" probe into the issue to advise the public.

The Higher Biotechnologies Council (HCB) said it found "no causal relationship" between the rats' tumours and consumption of Monsanto's NK603 GM corn or the Roundup herbicide that was part of the experiment.

The experiment's methods were also "unsuitable," it said, in a report made at the government's request.

"The scientific committee (of the HCB) concludes that the study provides no scientific information regarding the detection of any health risk linked to NK603 corn, whether it was treated with Roundup or not."

"The HCB's Economic, Ethical and Social Committee, for its part, affirms that the study is not conclusive.

"However, in order to answer the public's questions, the committee recommends that a long-term, independent, transparent study, with adversarial views, be undertaken under government auspices."

In September, a team of researchers led by Gilles-Eric Seralini at the University of Caen, published a long-term study that said rats fed with Monsanto's NK603 corn and/or doses of Roundup developed tumours.

The paper, published in a peer-reviewed science journal, unleashed a storm in environmentally-sensitive Europe, where GM products are subject to widespread restrictions.

NK603 has been engineered to make it resistant to Monsanto's herbicide Roundup.

This enables farmers to douse fields with the weed killer in a single go, thus offering substantial savings.

Seralini said his experiment was the first to test GM corn rodents' normal lifespan of two years, as opposed to the standard 90 days. Two hundred male and female rats were split into 10 groups of 10 animals.

One was a "control" group which was given ordinary rat food that contained 33 percent non-GM corn, and plain water.

Three groups were given ordinary rat food and water with increasing doses of Roundup, reflecting various concentrations of the herbicide in the food chain.

The other six were fed rat food of which 11, 22 or 33 percent comprised NK603 corn, either treated or not with Roundup when the corn was grown.

The researchers said they found that NK603 and Roundup both caused similar damage to the rats' health, whether they were consumed together or on their own.

But critics said Seralini manipulated the media to boost the impact of his findings and faulted his experiments and gaps in his data.

On Friday, six French science academies joined the accusers, saying that the work "does not enable any reliable conclusion to be drawn" and had "spread fear among the public."

The joint statement, an exceptional event in French science, was issued by the national academies of agriculture, medicine, pharmacy, sciences, technology and veterinary studies.

The government ordered two fast-track official investigations into the study.

The second report, by the National Agency for Food Safety (ANSES), was due to be released later on Monday.

The paper was published on September 19 in a peer-reviewed specialist journal called Food and Chemical Toxicology.

Il campionato delle Tigri Bianconere si apre subito con Alisha Glass che graffia a muro guadagnandosi il primo punto del match. Pesaro, però, c'è e risponde colpo su colpo seguendo Modena quasi in scia sull'8-6 del primo time out tecnico. E' subito Tai Aguero a prendere per mano il sestetto di coach Cuello propiziando il primo tentativo di allungo al rientro in campo. E' 10-6 prima e 13-8 poi con Rinieri e Aguero, le più cercate in questa fase da Glass, che rispondono presente vanificando ogni tentativo di ritorno ospite. Anche Horvath dà un contributo importante in fase sia di attacco che di difesa. Pesaro riesce ad accorciare in un paio di occasioni, l'ultima sul 22-20, poi rientra prepotentemente in scena proprio la schiacciatrice ungherese che chiude i conti con i punti del 24-20 e del 25-20.

Si riparte con i sestetti che avevano chiuso il primo parziale da entrambe le parti e Rinieri in attacco prima di Glass a muro mettono subito in chiaro che la volontà è quella di continuare dove si era concluso il primo parziale. Aguero non smette di martellare e quando è il momento di affondare il colpo le fa da spalla Horvath mettendo a segno punti pesanti. In generale, però, tutte le Tigri Bianconere in campo rispondono presente quando chiamate in causa. Anche BARAZZA, poco servita, è comunque efficace e Harmotto si sblocca con il muro del 12-6 prima e l'attacco del 13-7 poi. Controllano e amministrato il vantaggio le tigri bianconere che vanno al time out tecnico sul 16-11 propiziato dalla battuta out di Kenny Moreno poi si arriva anche 21-14 con il punto di Harmotto. Pesaro cambia anche al palleggio inserendo Valpiani per Signorile e complice anche un attimo di sbandamento arriva un 4-0 di parziale che potrebbe riaprire il set. Ci pensa, però, Simona Rinieri con la sua grande esperienza a trovare il cambio palla e propiziare poi lo sprint decisivo. Alla fine è ancora 25-20 con la battuta out di Chirichella.

Anche nel terzo parziale non ci sono variazioni nelle formazioni con Signorile che ritorna in campo per Pesaro. Il set sembra poter prendere subito la piega giusta quando Rinieri mette a terra il pallone del 3-1, ma questa volta Pesaro deve rispondere per rimanere in partita e quindi si porta a condurre 8-6 al time out tecnico. E' un testa a testa nella fase centrale del parziale con le ospiti che conducono sfruttando la buona vena difensiva e rigiocando svariati palloni. Diventa Tirozzi la giocatrice più indigesta a Modena che rimane a contatto, ma non riesce a fare quello scatto in avanti per rimettere in parità i conti. Arriva sempre un errore o un muro nelle occasioni propizie per invertire la tendenza così Pesaro si presenta davanti 22-18 nella volata finale del parziale. Non porta particolari frutti l'inserimento, come successo nei parziali precedenti, di Valeriano in seconda linea per poi rifare spazio ad Horvath una volta esaurito il giro dietro. Pesaro chiude 25-21 e porta il match al quarto parziale.

Quarto set.

Modena subisce in avvio il contraccolpo psicologico del set perso e regala a Pesaro i primi tre punti del parziale. Le ospiti, dopo Tirozzi, trovano buona efficacia anche dall'altra schiacciatrice di posto quattro, Muresan, mentre in bianconero servono punti da BARAZZA per restare in scia al time out tecnico. Si ferma, però, Modena al rientro in campo perché Pesaro tiene in gioco qualsiasi pallone e arriva fino al 7-13. Interrompe il parziale Harmotto con un attacco prepotente e poi tra le Tigri Bianconere arriva il momento di Anja Spasojevic che rileva Simona Rinieri. La schiacciatrice serba si presenta con un attacco che spolvera la linea laterale del campo e con il suo ingresso arriva anche un'inversione di tendenza che riporta l'Assicuratrice Milanese a -2 sul 11-13 sancito dal primo tempo attaccato fuori da Chirichella. Torna ancora una volta Tirozzi, però, ha regalare cinque lunghezze di vantaggio al time out tecnico e le risponde Spasojevic al rientro in campo. E' un continuo susseguirsi di parziali e controparziali con le biancorosse che, però, trovano quello più importante e decisivo. Coach Cuello prova anche a reinserire Rinieri per Spasojevic poi si gioca anche la carta Valeriano per Horvath, ma non basta. Pesaro si esalta su tutti i palloni e porta la gara al tie-break.

Quinto set.

Si gioca Rinieri e Spasojevic in coppia coach Cuello per il decisivo tie-break. La partenza è punto a punto, con Aguero e Tirozzi che si rispondono pallone su pallone. Il primo break arriva proprio al cambio campo quando Kenny Moreno mette a terra due palloni consecutivi per il 6-8. Sarà il primo allungo, ma decisivo perché Modena non riuscirà più a trovare la parità. Sfruttando tutte le propri attaccanti

Claudio Cuello: “Se sottolineassi ora i nostri errori sarebbe togliere merito a Pesaro che dopo primi due set ha iniziato a giocare molto bene. Forse abbiamo creduto che bastava ciò che abbiamo fatto nei primi due set ed abbiamo diminuito la pressione. E' mancata un po' in tutti i fondamentali dal terzo set e a volte questo è più importante che mettere pressione con il solo attacco. Siamo scesi dal nostro standard di gioco e la partita è andata nelle loro mani. La squadra deve mantenere lo stesso standard in tutti i set, non solo nei primi. Certamente dipendiamo molto dal collettivo, è la filosofia impostata fin dall'inizio ed oggi non siamo riusciti a farlo fino alla fine. Forse abbiamo pagato dopo aver giocato due set ad altissima intensità, peccato non aver trovato quei punti di riferimento che ti aiutano ad uscire da certe situazioni”.

Simona Rinieri: “Abbiamo iniziato a giocare male nel terzo set, abbiamo lasciato andare avanti loro che poi, chiaramente, non avevano nulla da perdere. Hanno iniziato a tirare, a difendere molto bene e poi noi abbiamo giocato forse un po' troppo scontato. Giocando male, poi, ovviamente si perde. Nei primi due set siamo state molto più aggressive, abbiamo creato situazioni e contrattaccato bene, mentre negli altri set è andata peggio. Non è l'inizio che volevamo sicuramente, ma c'è tempo da lavorare e sistemarci e queste partite sono ottime per vedere cosa non è andato per migliorarlo subito”.
